If you have a UniFi site that has no delete option, then this site is the default site. With HostiFi and self-hosted UniFi controllers, there will always be one site that cannot be deleted.
When setting up the UniFi controller for the first time, make sure to make new site for any new physical locations and leave the default one empty. This default site can be used as a "waiting room" for decommissioned devices without factory resetting them. Each site is hosted on the same server, but are fundamentally separate, with unique admins, WiFi settings, internet connections and more.
If you are using the default site and want to delete it, simply remove all of the UniFi devices, delete the WiFi settings and any new installations should have their own sites.
